The short answer
Disputes about whether a clean happened are settled by contemporaneous evidence. A sheet signed at the end of the week is not that.
Check-in at the site with a timestamp, task confirmation and occasional photographic evidence covers most situations, provided it takes seconds to do.

Scanning something physically present at the site is a good balance. It proves presence without continuous location tracking.
Keep the friction low
- One action on arrival, one on completion, no more.
- Work offline, because signal in basements and plant rooms is unreliable.
- Confirm tasks from a prepared list rather than free text.
- Make photographs optional except where the contract requires them.
- Never make the app a barrier to starting work.
Offline operation is not optional in this sector. A system that needs signal will have gaps exactly where evidence matters most.
Be clear about tracking
Confirming location at check-in is different from tracking someone through their day, and staff will reasonably object to the second. Be explicit about which you are doing.
- Tell staff what is recorded and when
- Record location at check-in and check-out only, not continuously
- Explain what it is used for and who sees it
- Have a clear retention period
- Give people a route to query a record
Handling this openly avoids both a workforce problem and a data protection one.
Make the evidence reachable
The value is in producing it quickly when a client queries a visit. If retrieving evidence takes someone half an hour of searching, it will not happen and the dispute is conceded by default.
