A fifteen-year-old at 9pm
Your policy allows members aged fourteen to seventeen, with a parent's consent, a junior induction and access only during set hours when staff are on duty. A parent signed a paper form last year, now in a folder. The junior induction was done, but the record is in the coach's notebook.
At 9pm on a Friday, after the desk has closed, a fifteen-year-old member swipes in with their fob. The door opens, because the access system does not know they are a junior member. A regular member mentions it to the manager the next week.
Junior rules on paper, access in a system
Junior memberships come with conditions that your policy, your insurer and your own procedures set. The conditions are usually clear. Applying them relies on paper and memory.

On the admin side, paper consent forms are hard to find when needed, and juniors turning eighteen stay on junior plans at junior rates until someone notices. Parents who pay may not receive billing or policy updates because the account is in the child's name.
Staff turnover makes all of this worse. The person who set up the junior scheme knows the rules; the new desk assistant on a Saturday may not.
