- Publish prices — ranges at minimum
- Respond faster — automated acknowledgement, named owner
- Add proof — real photographs, named testimonials
Those four cost perhaps a fifth of a rebuild and frequently produce more improvement, because they address why visitors leave rather than how the site looks.
Then the content
- Update the pages that already bring traffic
- Write the answers to the questions you keep being asked
- Add internal links between related pages
- Remove or merge pages that serve nobody
